It will loosen some calcium depending how stubborn but the product is mainly designed to remove biofilm and is very effective at that job

Can I use Clean start with cold water in hot tub

Yes you can use Clean Start it cold water. It will be more effective in warmer water (above 10 degrees).

Can this be used on ANY hot tub including the inflatable kind?

Clean Start can be used on any hot tub including inflatables. Just ensure you clean off the residue that forms as quickly as possible. If it is left for a long period and dries, it could be very tough to remove.
